Okay, so as I promised - my first thoughts about background story for Aron.
"It was few years ago since people with strange markings on their skin were seen for first time.
We know that they were not born like this. Like sign from gods - It just appeared and spread just like a disease. People called them stigmatics. We're not sure whether it was blessing or curse but those stigmas gave their bearers unimaginable powers, they used them for both good and evil.
This power was too much for simple people and thats why our church had to intervene. We had stigmatics amongst us. We knew well that for gift to grow properly pure soul and heart of iron is necessary. Years of studies and training are needed or else gift starts to warp and devour you from inside.
We've seen people possesed by stigmas. Abominations. Their minds covered by evil urges. Best help we can offer them is puryfifying pain of death."
So there is our main "City" where story takes place. It was once huge metropoly now decaying slowly. Its a mixture of medieval architecture - buildings made of stone, with modern technologies - electricity (most of it not working), steam engines etc. Its dark, cold and rusty :)
Inquisition is hunting for stigmatics. Officially they're sending them to camps to just isolate them for their own good. But in reality its pretty much like nazis/jews situation.
Inquisitors hates stigmatics as they're bunch of brainwashed fanatics. "Gifted citizens" hate inquisition from obvious reasons and hate exiled because they draw attention of inquisitors to them. Exiled have their dark, twisted reasons to hate everyone (mostly Inquisition).
Behind all of this there is a bigger plan that only few (mainly highest priests of "The Church") know of. Stigmas are first step in some bigger changes that are happening in world. Of course some manipulative individuals wants to use this knowledge for their own adantage.
Few more things:
- stigmas/skin markings rather than magical shapeshifting tattoos. Exiled cover them with cuts/scars. Inquisition leave them as they are. Cursed citizens cover them with actual tattoos to hide them... I know that because of gamepley mechanics its rather unacceptable but that may be interesting direction to go. Maybe you have some ideas?
-stigmas are like cancer. If you dont know how to handle them (Only Inquisitors does) they will slowly destroy or change you.
-"The Church" Is both religious center and authorities. Inquisitors are like police. It also works pretty much like church that we know well from our history :). Theyre manipulative. They have acces to technology, money and all forbidden things. They're all warm and cosy in their golden halls, when fooled nation is tormented by wars and hunger. Of course few of them are genuine loonies that think they'll make world a better place by killing and torturing innocent people :]
To tell some more I think we would need to know what gameplay would look like. Would it be a simple deathmatch or maybe there would be an actual plot and some tasks to accomplish (which would leave us much wider field for developing a plot). Thats important thing to know i think.

Probably need more than a few years ago, for the "church" having time to establish the inquisition, and for the exiles to establish a community outside of the city. But it might be good to have it as a recent occuring event.
Having camps that the public are unaware of, might actually be a really good idea. Might even be a good venue for additional maps beyond the city. Probably locate it on an island somewhere, and make them work the mines.
This would also be politically intriguing, since the workers at the camp are basically supplying the city with most of its fuel.
The exiles for this release (city map) would then be part of a camp that was overthrown by its prisoners, and then have come back for vengeance and chaos.
Scarring would seem more vicious, but would be harder for players to easily read, and we'd like that there's room for doubt if there's an actual curse or not. So we'll keep the original plan of using tattoos for their clear advantage as a UI replacement.
It's good with political schemes. Can be even so that the gifted ones might know of this plans, which would make a even bigger reason to prosecute them for the church.
This prosecution will give us a reason to post propaganda around the city aswell.
The city will be based on the reference concepts posted, and the technology will be machines and steam engines. These can power low-tech stuff such as lights.
There might be ghetto parts of town, as with the alleys, which will be a bit rundown/decaying, aswell as having less focus on their asthetics and use more metal for the environment. But for most parts, or the bigger areas, the city will look clean and visually appealing.
Having the church be the government of the city is a good idea, so I think we'll go for that. We'll try to phrase them differently, so they don't sound or seem like christians. Something along the lines as high council, and such instead.
The multiplayer modes haven't been worked out yet, but they'll focus on competitive play, for two or three teams at once. The different factions won't have any advantage over each others, except perhaps spawning points, and one might be defending, while other is attacking.
The standard modes will be round based ones, where dying would let you wait the round out. Initial thoughts are to have them item/objective and location based, where you fetch object A and deliver it to location A before your enemy takes the object and deliver it to location B.
I'm also looking into having something more resource based, such as Thievery UT multiplayer, where one team is thieves who need to gather loot, and the other team is guards, who needs to prevent this and kill the thieves. Like Thief-games single player.
I'll forward all this to Andrew, and we'll see what he comes up with.
